Are ultrasonic toothbrushes useful in preventing plaque build up?  Which  type (ie. vibrating vs. true ultrasonic types) are most effective?

Neither "vibrating vs. true ultrasonic" toothbrushes will PREVENT plaque buildup, only remove it.  Plaque, an organized deposit of bacteria within a matrix derived from salivary proteins and bacterial by-products, takes about 24 hours to form on clean teeth.  This is why it's necessary to brush at least once a day - to remove the plaque that formed over the past 24 hours.  Powered (electric) toothbrushes, when used properly, are very effective at removing plaque.
